Curtis is the daughter Carmencita Ojales, a Filipina native to Bolinao Pangasinan, and James Ernest Curtis Smith who is an Australian lawyer. She was born at Yarrawonga located in Victoria, Australia. Her father got married Ojales on the 29th of October, 1982. Jasmine's younger sister, also an actor was her father. Clare was diagnosed with a heart disease in 2007, she was barely 4 months old.
